I have the honour to report that I have
received an instruction from the State Department at Washing- -ton reading in part as follows:-
"Consul at Harbin cables that James Kogan alias Rogers charged with embezzlement two thousand rubles from Manchurian Company Limited British Corporation Harbin reported on Steamer Saint Albans bound Hongkong inform British Colonial Authorities and report what action taken if Kogan arrives.
Knox."
I am informed that the Saint Albans will arrive in Hongkong tomorrow, Thursday, morning at about elever o'clock. I will be glad if you will inform me what action will be taken by the Colonial Authorities and if Kogan arrives and he is arrested if you will inform me immediately by telephone or messenger of such action. I shall be glad to serve you in any way possible in this connection.
